Only if enough weight is transferred off of the rear wheels. All in all, you lose control either way, from a skid (can't steer because the front wheels are not rotating) or from "getting light" in the rear which causes oversteer, which can be recovered from if you catch it early.

But it may be a moot point, as universal power brakes in this modern era has made pedal techniques largely obselete. I've driven a car with non-power brakes and the tires lock MUCH more easily.

The best thing to do is get off the brakes and start maneuvering around the obstacle (if you're not headed toward something so big/vast it takes up the entire road). Anti-lock brakes were first developed by BMW for use on airplane wheels and are only on cars because drivers, in a panic, tend to try to brake and steer at the same time
